Assemblymember Gregg Hart from Santa Barbara is taking action to improve health care access in California. With three proposed bills, Hart aims to make sure everyone can get the medical care they need.

One bill, AB 1682, focuses on cancer care. It would require insurance companies to cover scalp cooling treatments for chemotherapy patients. This treatment helps reduce hair loss, making a tough experience a bit easier. Dr. Fred Kass, a local hematologist-oncologist, emphasizes that finances shouldn’t dictate access to such essential therapies. “Cancer patients deserve treatment that supports their dignity and recovery,” he said.
Another bill, AB 2011, seeks to reinforce mental health care rights in the state. It would ensure that health insurance rules for mental health are as fair as those for physical health. Following a meeting with youth mental health providers in Santa Barbara, this need became clear. Dr. Carrie Towbes, a clinical psychologist, pointed out that barriers set by insurance companies make it hard for families to find care. This bill aims to ensure that mental health and substance use disorder treatments are prioritized.
Finally, AB 1703 is about patient safety. It would require all osteopathic physicians in California to have a valid state license. Currently, some internationally trained osteopaths can practice without one, which creates risks for patients.
Besides this legislative work, Hart is the Chair of the Assembly Budget Subcommittee on Accountability and Oversight. He has led state hearings to address problems in health care caused by federal policies under the previous administration. Hart has been vocal about the negative impacts, stating that recent federal actions have raised insurance costs and reduced access to care for many Californians.
