Laos Launches Climate and Sustainable Finance Hub Amid Economic Challenges
Laos is gearing up for an important transition as it prepares to graduate from Least Developed Country status in 2026. To tackle financial hurdles and promote sustainable development, the government has partnered with the United Nations Development Programme (UNDP) to launch a new Climate and Sustainable Finance Hub. This initiative is set to strengthen development financing for the country.
Located at the Ministry of Finance, the Hub aims to coordinate reforms, build capacity, and mobilize resources for climate and sustainable development efforts. Recent UNDP assessments indicate that Laos will need tens of billions of US dollars to meet its development goals from 2026 to 2030, highlighting significant gaps in funding for climate initiatives and human development.
During a high-level policy discussion titled “The Future of Development Financing in Lao PDR,” the Hub was introduced. This event coincided with a visit from UN Assistant Secretary-General Ms. Kanni Wignaraja, who emphasized the Hub’s role in supporting Laos’s commitments to sustainable finance.
“Significant progress has been made in our approach to sustainable finance,” remarked Deputy Finance Minister Phonevanh Outhavong. The country was among the first in the region to adopt a financing strategy aligned with international principles.
As global aid flows tighten, innovative financing reforms will be crucial. Ms. Wignaraja noted projected cuts in development assistance could shrink aid by 9-17% by 2025, while the financing gap for achieving Sustainable Development Goals stands at around $4.3 trillion each year.
“Transforming how we mobilize and allocate financial resources is essential,” she stated. In Laos, this transformation is vital for successfully funding the upcoming 10th National Socio-economic Development Plan.
The Hub is backed by financial support from various partners, including the Luxembourg Embassy and the Asian Development Bank. It aims to enhance governance of Laos’s Integrated National Financing Framework, unlocking new funding sources to tackle pressing climate and development issues.
The recent discussions brought together government officials, development partners, and private sector representatives, focusing on priorities for the 10th National Plan and evaluating progress on the previous financing strategy.
As Laos embarks on this new journey, the establishment of the Climate and Sustainable Finance Hub is a crucial step toward sustainable development and economic resilience.
