Union Minister Dr. Jitendra Singh recently highlighted Jammu and Kashmir’s potential as a pivotal player in India’s growth story. Speaking at the “National Governance Conference,” he emphasized that the region can significantly contribute to the vision of “Viksit Bharat” or Developed India.
He shared insights into the governance reforms implemented in Jammu and Kashmir over the last 11 years, noting how the Department of Administrative Reforms has streamlined processes. For instance, the development of an e-office has saved significant transport costs by reducing the need to move files between Jammu and Srinagar every time the administrative center shifts.
Looking ahead, Dr. Jitendra mentioned a recent agreement involving the J&K government and central bodies to train over 3.6 lakh government employees on the iGOT platform. This initiative aims to enhance their skills continuously, reflecting a commitment to modernize governance.
During his speech, he also highlighted how technology plays a crucial role in reducing bureaucratic hurdles. Currently, about 90% of government processes are online, showcasing the “magic of technology” in enhancing efficiency. This shift is part of a broader trend toward a performance-driven governance model. The Aspirational Districts Programme exemplifies how this approach encourages healthy competition among districts, with top performers recognized by the Prime Minister.
Furthermore, Dr. Jitendra pointed to key reforms over the past decade. This includes removing outdated regulations that hindered progress and implementing innovative methods for grievance redress. For example, the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) has been successful in addressing around 90% of complaints within a week, highlighting a commitment to responsiveness.
On a broader scale, experts agree that the integration of AI into governance is becoming increasingly important. Rachna Shah, Union Secretary, noted that today’s governance must be data-driven and efficient, as citizens are now more aware and vocal about their rights.
Involving local voices in governance helps build trust and ensures that administrative practices are relevant to people’s needs. For instance, programs like the SVAMITVA Scheme empower rural landowners by providing legal ownership records, making a substantial difference in their lives.
The conference illustrated a shared dedication between the central government and the J&K administration to improve governance and promote sustainable development. As Jammu and Kashmir continues on this reform journey, the potential for growth is immense, marking a hopeful chapter in India’s ongoing narrative of progress.
