The Department of the Environment, Climate and Communications (DECC) is actively supporting the EU Cities Mission as part of its 2023 and 2024 Climate Action Plans. In May 2024, they established a National Mirror Group, bringing together representatives from cities, government, academia, business, and civil society. This group aims to create a collaborative approach, learning from other European cities involved in the mission.

Key Objectives of the Group
- National Coordination: Ensure cities receive the support needed to achieve their decarbonization goals by 2030.
- Communication Forum: Allow cities to share updates and discuss challenges and solutions.
- Action Support: Facilitate the translation of discussions into meaningful actions.
- Climate City Contracts: Assist cities with funding and collaborative project opportunities.
- Limited Scope: Address matters specific to local authorities outside the group’s remit.
The group is led by Professor Brian Ó Gallachóir, Associate Vice President of Sustainability at UCC, and Barry Quinlan, Assistant Secretary General for Climate at DECC.
The Role of Cities in Climate Change
Cities are crucial in the fight against climate change. However, many, including those in Ireland—Cork, Dublin, and Galway—face substantial challenges in achieving net-zero emissions. Despite having advanced strategies, the complexities of governance often hinder progress.
A recent study by the European Commission highlights that over 70% of urban areas struggle with integrating sustainable practices due to bureaucratic obstacles. This mission aims to address these silos by promoting collaboration across various departments.
Conclusion
The National Mirror Group’s initiatives signify a positive step toward creating a united front against climate change. By fostering communication and collaboration, cities can better tackle the challenges ahead.
