This week, Haiti’s Ministry of the Environment held a workshop to finalize the Green Climate Fund (GCF) Country Program. The goal was to share the strategic document, get feedback, and prepare for submission to the GCF.
The workshop featured Joseph Emmanuel Philippe, the ministry’s director general, and was attended by representatives from various sectors, including education, public works, and civil society organizations. Economist-Engineer Hugo Coles opened the discussions, noting the tough economic climate that makes Haiti particularly vulnerable to climate change.
Coles highlighted the Nationally Determined Contribution (NDC), aiming for a 6.23% reduction in greenhouse gas emissions by 2030 without external support. With additional resources, a 25.5% reduction is possible. He outlined that roughly $665 million is needed for unconditional goals and about $4.05 billion for conditional targets.
Key strategies include increasing renewable energy, modernizing energy infrastructure, and promoting cleaner cooking methods and electric mobility. There’s also an emphasis on adaptation, particularly in agriculture and health, which requires around $13 billion in investments.
Consultant Marion Denantes explained the development process, which includes analyzing climate financing opportunities and engaging stakeholders. She stressed that this collaborative approach legitimizes Haiti’s commitment to the GCF.
Director Gerty Pierre reiterated the importance of this program for securing funding aimed at enhancing resilience and sustainable development in Haiti. The workshop fostered a unified understanding among various stakeholders, ensuring that diverse perspectives were incorporated before moving forward.
