Understanding India’s Smart Power Strategy
India’s Army Chief, Gen. Upendra Dwivedi, recently discussed Operation Sindoor, which aimed to dismantle terrorism networks in a precise and calculated manner. In just 22 minutes, Indian forces executed a mission that not only targeted terror infrastructure but also changed long-held strategic beliefs. Gen. Dwivedi described it as a demonstration of “smart power,” a term that encapsulates strategic thinking in national security.
In a seminar titled “Security to Prosperity: Smart Power for Sustained National Growth,” he shared his views on how the modern world is becoming increasingly complex. Instead of moving towards global unity, many nations are returning to traditional power politics. This shift raises the question of whether “smart power” is still effective or if hard power is taking center stage.
Gen. Dwivedi mentioned that while the 21st century promised prosperity through trade and global connections, these very factors are now being used as tools of coercion. For example, the semiconductor industry plays a pivotal role, where access can dictate economic and military strength. Global military spending has skyrocketed to over $2.7 trillion, surpassing the total UN budget for sustainable development.
One of the key insights from Gen. Dwivedi is that security is no longer just an expense; it’s essential for economic progress. He emphasized that India must employ its strengths wisely to cultivate peace and enhance its global standing.
He introduced the acronym “SMART” as a framework for India’s strategic approach:
- S for Statecraft: Mastering the art of deploying national power across diplomatic, informational, military, and economic fronts.
- M for Manufacturing Depth: Building the ability to produce vital goods domestically.
- A for Accelerating Innovation: Supporting initiatives that focus on self-reliance and technological advancements.
- R for Resilience: Strengthening systems to withstand and adapt to challenges.
- T for Technology Primacy: Leading in emerging technologies, ensuring India not only keeps up but also sets industry standards.
In this fast-changing world, Gen. Dwivedi’s insights serve as a call to action for India to navigate complex global dynamics with strategic wisdom and strength.
