Unveiling the Mystery: Who’s Really in Charge of Dogecoin? Insights from Inside the DOGE Team

Before Trump took office, Mina Hsiang led the U.S. Digital Service (USDS). After she left, Ted Carstensen became the highest-ranking leader but stepped down on February 6. Since then, there has been confusion over who is in charge.

A current USDS employee, who wished to remain anonymous, shared, “After Ted resigned, we received no communication about the leadership.” Some employees see Amy Gleason, a former USDS official from Trump’s first term, as a bridge between the legacy USDS, the Digital Operations Group (DOGE), and other agencies, but her official role remains unclear.

There’s also talk of Steve Davis, well-known for his work with Elon Musk and as the president of the Boring Company, possibly leading DOGE. He played a key role in restructuring Twitter, now known as X, in 2022. Davis even went so far as to stay overnight at Twitter HQ with his wife and newborn. His wife, Nicole Hollander, now holds a significant position at the General Services Administration.

One former USDS employee remarked, “Steve Davis is often mentioned as the leader of DOGE, but when I ask the managers, they say they don’t know who the administrator is.” Confusion surrounds his status, with references to Brad Smith as possibly serving in a chief of staff role.

While staff members grapple with these leadership uncertainties, many have faced recent layoffs. About 50 out of roughly 200 USDS employees were let go in abrupt firings on a Friday evening. The layoffs affected various roles, including product managers, designers, and some engineers. One source lamented, “There’s no explanation. It was right in the middle of work.”

Another employee noted that directors still hadn’t received clarification on the terminations that took place. Similar sudden layoffs have occurred in other agencies, including the Consumer Financial Protection Bureau (CFPB), where employees faced poorly addressed emails before losing their jobs. This wave of layoffs extended to multiple agencies, including the Department of Education and the Department of Energy, resulting in thousands of job losses.

The White House has not provided any comments on the situation.

As DOGE employees have taken charge at USDS, interactions between legacy staff and newcomers have been minimal. Reports indicate that DOGE has established a “firewall” to separate Musk’s team from the rest of the workforce. The only formal meeting took place on February 1 with a new HR representative from DOGE. Legacy staff also encountered DOGE-affiliated engineers for surprise interviews, during which the engineers did not disclose their identities.
