This directive builds upon an earlier executive order from Trump’s first day in office, which established the DOGE task force. Each federal agency was required to form a DOGE team. Typically, this team includes a DOGE Team Lead, an engineer, a human resources specialist, and an attorney, all collaborating with the agency’s head to support Trump’s cost-reduction goals.
In the latest order, agency heads must collaborate with their DOGE Team Lead to achieve several key objectives:
- Create a system to track every payment related to contracts and grants, including a justification for each.
- Review existing contracts and grants to terminate or adjust them as necessary, focusing on those involving educational institutions and foreign entities.
- Examine the agency’s contracting policies, procedures, and staff.
- Provide guidance on new contracts or changes to existing ones that enhance government efficiency.
- Report monthly on contracting activities to the DOGE Administrator.
- Establish a method for tracking employee travel requests, requiring justification for non-essential travel.
- Freeze employee credit card usage for 30 days, allowing exceptions only for critical services.
- Inventory federal property and create a plan to dispose of unneeded items.
It’s important to note that this order does not apply to certain groups, such as law enforcement officers, Customs and Border Protection personnel, and those involved in immigration enforcement. Additionally, it does not cover classified information or contracts related to federal law enforcement.
This executive order is part of Trump’s broader agenda to streamline the federal workforce and cut government spending. The plan has stirred confusion among federal employees and led to more than 85 lawsuits challenging the authority of Trump and the DOGE task force.
While Elon Musk is often cited as a driving force behind DOGE, the White House has confirmed that Amy Gleason is the official administrator overseeing the team’s efforts.
The order was briefly available on the White House website before being taken down, leaving many to wonder about its implications.
