In Kenya, climate change poses a major challenge. The National Climate Change Action Plan (NCCAP) guides the country’s efforts to meet climate commitments. The latest version, NCCAP III (2023–2027), sets eight key areas for climate action that include adaptation and mitigation strategies, alongside essential actions like policy development and climate finance.
The Kenyan Ministry of Environment is currently reviewing NCCAP III to develop new strategies. IOM is assisting this review process, focusing on how climate impacts human mobility, migration, and displacement.
This consultancy arises from the CLIMATE CHANGE AND MIGRATION DATA PROGRAMME, which works to manage migration based on solid evidence. It’s crucial in reducing the risk of irregular migration and displacement caused by climate change and disasters across African migration routes.
The selected consultant will work closely with IOM’s Programmes and Policy Development team and coordinate with national consultants overseeing the NCCAP process. This collaborative approach aims to integrate human mobility into climate strategies effectively.
Consultant Responsibilities:
- Develop a detailed work plan, including interviews and resources to collect necessary data within three days.
- Review NCCAP III to pinpoint how it addresses human mobility in the context of climate change and report on gaps and opportunities over ten days.
- Provide policy recommendations to enhance the next NCCAP, incorporating feedback and presenting findings within seven days.
To evaluate success in this role, specific outcomes will be tracked, including timely submission of reports and clear communication on progress with IOM and the lead consultants.
Qualifications Needed:
- A Master’s degree with at least five years of relevant experience, such as migration or climate response, or a Bachelor’s degree with ten years of experience.
- Knowledge of international climate and migration frameworks is essential.
- Familiarity with Kenya’s climate and migration dynamics is a plus.
Language skills in English are necessary, while Kiswahili knowledge is an added advantage. It’s worth noting that IOM values diversity and inclusion, emphasizing integrity and professionalism among its staff.
During this consultancy, IOM will provide support for occupational health, but consultants must secure their own medical insurance for non-work-related incidents.
