The NRO aims to create a “proliferated architecture” that includes more satellites—both big and small—to gather intel efficiently. According to agency officials, this approach will help keep the U.S. ahead of potential threats and offer better capabilities quickly. For example, the NRO stated, “A greater number of satellites will deliver an order of magnitude more signals and images than is available today.”
