One significant question is tax certainty. The Bears purchased land in Arlington Heights for $197.2 million, but there are no guarantees regarding construction. McCaskey revealed they plan to finance $2 billion for the new stadium, partly by borrowing, and are seeking around $850 million in public funds for infrastructure improvements.

Illinois poses challenges because the Bears currently don’t pay property taxes on Soldier Field. In Indiana, however, tax laws favor sports franchises, making Hammond an attractive option. Governor Mike Braun has emphasized Indiana’s eagerness to host the Bears and revealed plans for state funding of approximately $1 billion for the new stadium.

Illinois is also working on legislation that would benefit the Bears. A bill allowing special payments in lieu of property taxes for major developments has gained traction, but it hasn’t passed yet. If this measure succeeds, it could aid the Bears in negotiating terms that make Illinois more appealing.

Historically, teams have moved across state lines, like the New York Giants and Jets did when they shifted to New Jersey. McCaskey believes fans will adjust over time, regardless of whether the team stays in Illinois or relocates to Indiana.
