Countries have agreed on a new strategy for the Global Environment Facility’s Least Developed Countries Fund (LDCF) and Special Climate Change Fund (SCCF). This move is vital for enhancing adaptation efforts in the world’s most vulnerable nations.
After a year of discussions, this strategy will guide actions from 2026 to 2030. It’s set for approval at the upcoming LDCF/SCCF Council meeting in June.

Claude Gascon, Interim CEO of GEF, emphasized the importance of this strategy: “It shows our commitment to making sure adaptation finance provides real results where it’s needed most.” He highlighted that both funds are key tools for nations to implement climate strategies effectively.
The new strategy promotes locally-led adaptation, which includes enhancing support for Indigenous Peoples and local communities. It also seeks to improve the speed and reliability of financial aid based on lessons learned from the past.
Ambassador Adão Soares Barbosa, representing the Least Developed Countries Group, noted the significance of the moment. “This strategy offers practical solutions that can substantially help those at risk,” he said.
Yet, many nations stress that increased ambition must be matched with adequate resources to meet the growing demand for adaptation.
This strategy is part of broader discussions around GEF-9 replenishment, showcasing a strong belief in the GEF’s approach to effective fund management. The goal is to ensure that the LDCF and SCCF deliver impactful results in the coming years.
