Sacramento County deals with many complaints about roadside food vendors each year. However, after new rules were implemented last year, the number of complaints dropped significantly. In 2024, there were 99 fewer complaints compared to the previous year. Last year alone, over 250 reports of illegal food vending were logged, with many coming from south Sacramento.
Jennea Monasterio, the county’s director of environmental management, stated that whenever they receive complaints, they investigate. They meet with vendors to understand how they operate. New regulations passed last January require vendors to obtain a $69 annual business license and a $391 health permit.
Chad Rinde from the Sacramento County Department of Finance emphasized the goal of compliance. The regulations require hand-washing stations, suitable refrigeration, and ban propane tanks or generators. Fines for violations can range from $100 to $1,000.
In the past year, the focus has been on educating vendors about these new rules. The county even created instructional videos in English and Spanish to help vendors navigate the permit process. Supervisor Patrick Kennedy noted that many vendors are working hard to make a living and that they should be encouraged to comply.
An enforcement team has been established to inspect vendors, resulting in 36 citations for operating without a health permit, amounting to $9,000. Additionally, health inspectors confiscated over five tons of food. The county continues to prioritize vendor education, aiming to simplify the process of obtaining health permits. Monasterio reiterated the commitment to removing barriers for vendors so they can operate legally and safely.
Interestingly, a study from the National Association of Counties highlights that effective regulation of roadside vendors can lead to safer food practices and better customer experiences. As Sacramento continues to adjust its approach, it will be essential to find a balance between enforcement and support for these local entrepreneurs.
