The Ministry of Finance and the Ministry of Economic Transformation hosted a workshop titled “Strengthening Strategic Fiscal Policy for Climate Action in Belize.” Their goal? To align the national budget with environmental needs.
This is no small feat for a country like Belize, which faces significant climate risks. As these discussions unfolded, a crucial question emerged: Can Belize afford to maintain its current spending habits without reconsidering their impact on the environment?
A recent assessment highlighted progress made since 2022. The nation is seeing a shift towards policies that support climate goals, reforms in institutions, and new funding options aimed at sustainability. However, while Belize is making strides, there are pressing realities to face. Stronger hurricanes, coastal erosion, and biodiversity loss are already affecting the economy. These changes threaten vital sectors like tourism and agriculture, putting additional strain on government finances.
Leroy Martinez, Director of the Climate Finance Unit, stated, “The real challenge lies in taking action.” But what does a “climate-smart” budget really mean? It involves identifying areas of the budget that tackle climate issues directly, assessing financial risks before disasters hit, and adopting sustainable procurement practices.
There’s a balancing act here. Every dollar spent on climate resilience is a dollar that won’t go towards other needs, like healthcare or education. Yet, failing to invest in resilience may lead to even higher costs in the future. This is the gamble Belize aims to navigate.
With support from the Inter-American Development Bank, the workshop outlined concrete steps forward. To deepen understanding, a recent survey by the UN found that over 70% of Caribbean nations recognize climate change as their top priority, echoing the urgency Belize is facing.
