Is Canada Ever Joining the European Union? Insights from a B.C. Professor’s Perspective

As tensions mount between Canada and the United States, some experts are exploring a bold idea: Could Canada join the European Union? A recent survey by Abacus Data revealed that 44% of Canadians support this idea, while 34% oppose it. This curiosity stems largely from the strained relationship with the U.S.

Amy Verdun, a political science professor at the University of Victoria and founder of its European Studies Program, finds this discussion intriguing but unlikely. She suggests that U.S. policies and rhetoric, which have become quite harsh, have sparked this dialogue. Verdun explains that if America’s stance changes, many Canadians would likely want to return to familiar trade ties.

The EU’s spokesperson, Paula Pinho, acknowledged the survey’s findings as a sign of the EU’s appeal. However, she noted that any application from a country like Canada would face strict criteria defined in the EU treaties. The precedent set by Morocco’s failed membership bid in the late 1980s highlights that only European nations can apply under current rules.

Verdun points out that even if Canada were to seek EU membership, the process could be lengthy. For instance, Turkey applied to join in 1987, but its talks stagnated a few years ago. This illustrates just how time-consuming and complicated such an endeavor could be. There are many policies to align, especially in agriculture, where EU standards are particularly high and costly to meet.

The conversation about Canada joining the EU wouldn’t have gained traction if U.S. relations had remained positive. If that changes, Canada might focus on strengthening existing trade ties with European nations instead. Verdun believes there is room for closer collaboration without legal membership, allowing both sides to benefit.

The possibility of these developments provides insight into the changing landscape of international relations and the importance of trade partnerships in a time of uncertainty.
