Kerala’s Bold Climate Action Plan
The Government of Kerala is taking a strong stand against climate change. They’ve launched a new strategy to boost energy efficiency and renewable energy across the state. This plan involves various government departments and stakeholders, focusing on modern energy-saving technologies and encouraging the use of clean energy.
K.R. Jyothi Lal, Additional Chief Secretary (Finance), expressed that Kerala aims to work with national agencies like the Bureau of Energy Efficiency (BEE) and Energy Efficiency Services Limited (EESL). The goal is clear: make Kerala a leader in the fight against climate change while ensuring affordable services for residents.
The state has set ambitious goals: reaching carbon neutrality by 2050 and using 100% renewable energy by 2040.
Key Initiatives
Battery Energy Storage Systems (BESS): The state plans to install BESS in government buildings, starting in Thiruvananthapuram. This technology will help reduce reliance on the grid and improve the use of solar energy.
BESS at KSEB Substations: The government is exploring BESS installations at state substations to manage peak demand.
LED Street Lighting and EV Charging: Kerala will roll out energy-efficient LED streetlights and expand public electric vehicle charging stations.
Solarizing Government Buildings: About 25,000 government buildings that currently spend around ₹300 crore on electricity will be solarized. This not only cuts costs but allows the state to sell surplus power back to the grid.
Building Codes Amendments: Changes in building codes will enforce energy conservation in new and existing structures.
Energy-Efficient Appliances: The government aims to include energy-efficient appliances in housing schemes to deliver savings to families.
Electrification of Government Vehicles: Kerala plans to gradually switch its fleet of 12,000 vehicles to electric and explore technology that allows cars to feed energy back to the grid.
Energy Efficiency for Kerala Water Authority: Assessments will be done on energy use by the Kerala Water Authority, with the introduction of efficient systems and a focus on Battery Energy Storage.
Widespread LED and EV Infrastructure: Expanding LED streetlights and EV charging in both urban and rural regions will be a priority.

K.R. Jyothi Lal encouraged all departments to quickly set up agreements to implement these initiatives, solidifying Kerala’s position in India’s clean energy landscape.
Recently, Kerala was recognized with the National Energy Conservation Award during Energy Conservation Week, highlighting its commitment to reducing energy consumption and carbon emissions. The state’s initiatives align with national efforts, with programs like UJALA, which helped Andhra Pradesh distribute over 2.2 crore LED bulbs, cutting down millions of tons of CO2 emissions.
