Bhubaneswar is in the spotlight as the Centre asks Odisha’s government about concerns over irregularities involving the State Level Environment Impact Assessment Authority (SEIAA) and the State Expert Appraisal Committee (SEAC). The Ministry of Environment, Forest and Climate Change (MoEFCC) reached out to the state’s Forest, Environment, and Climate Change department, urging a prompt response.
The MoEFCC’s inquiry stems from a petition by Aama Janata Adhikar, a citizens’ group focused on environmental justice and transparent governance. They raised serious objections to how SEIAA and SEAC were reformed, claiming that the state violated MoEFCC guidelines during the process.
Basudev Bhatt, a co-convenor of the group, pointed out a significant issue: none of the members from the previous SEIAA and SEAC were kept on, despite guidelines recommending that at least 30-50% of existing members remain. This could hinder the smooth transfer of knowledge and experience necessary for these committees.
Additionally, Bhatt highlighted potential conflicts of interest. He noted that several newly appointed members are current employees of institutions like IIT Kharagpur (Odisha Campus) and others, which often handle paid consultancy and environmental impact assessments for project sponsors. This raises questions about their impartiality when evaluating projects.
Recent statistics show a growing concern about similar issues nationwide. A survey by the National Green Tribunal found that nearly 60% of public respondents felt government bodies lacked transparency in environmental assessments. Such findings reflect a broader trend of skepticism regarding environmental governance in India.
