OPM Cancels Sole-Source Award for Cloud HR System
Recently, the Office of Personnel Management (OPM) seemed to change its mind about a sole-source contract award for human resource (HR) technology. Just a week ago, OPM insisted that the award to Workday was crucial due to serious issues in its HR infrastructure.

On Friday, OPM made a brief announcement on SAM.gov, stating that it was canceling the justification for the no-bid contract with Workday. The reasons for this cancellation remain unclear, leaving many wondering if the entire $342,200 award is now off the table or just the approval that bypassed the competitive bidding process.
Federal contracting experts emphasized that OPM cannot move forward with the award without proper documentation to justify it. In the canceled justification, OPM had planned to utilize Workday’s cloud-based platform for comprehensive HR support. This includes managing personnel records, tracking time and attendance, and streamlining recruitment—all tasks currently handled by OPM’s in-house systems.
According to agency officials, the existing systems and staff are under pressure due to a “systemic breakdown” in HR operations. They noted that various challenges, such as a presidential hiring freeze and increased retirements, are exacerbating the situation. These issues complicate OPM’s processes, particularly in retirement processing, which usually takes 3-5 months. An integrated system could alleviate these pressures significantly.
OPM had claimed urgency in awarding the contract without competition, suggesting that a full bidding process might delay the solution by six to nine months. However, John Weiler, co-founder of the Information Technology Acquisition Advisory Council, challenged this timeline. He believes that a thorough market analysis could be accomplished in about four months instead. “If OPM had focused on preparing a competitive contract instead of justifying a sole-source deal, they could have achieved a better outcome sooner,” he said.
