The lawsuit, filed against Character.AI, marks a significant first for a state governor. Officials are seeking a temporary halt to the company’s operations to protect residents. Governor Josh Shapiro emphasized the need for clarity: “Pennsylvanians deserve to know who—or what—they are interacting with online, especially regarding their health.”
Character.AI has responded by stating that their chatbots are designed to be fictitious and that the site warns users not to treat the conversations as real medical advice. While they declined to comment on the lawsuit, they maintain a focus on user well-being.
This isn’t the first time Character.AI has faced legal trouble. The platform, launched in 2021, allows users to converse with tailored characters, including celebrities and historical figures. It has around 20 million active monthly users, enjoying wide popularity for entertainment and companionship.
Earlier this year, the company settled lawsuits after a tragic incident involving a Florida teen who developed a troubling emotional bond with a chatbot. Such cases highlight the urgent need for oversight in AI interactions, particularly in sensitive areas like mental health.

Experts have voiced serious concerns about using AI for mental health support. The American Psychological Association (APA) has been vocal about the potential dangers. A recent study from Brown University found that AI chatbots often breach ethical guidelines. Issues ranged from misleading users about empathy to promoting generic solutions that don’t address individual needs. Similarly, research from Stanford University highlighted that chatbots may perpetuate stigma regarding conditions like alcohol use disorder and even fail to respond appropriately to discussions about suicide.
