What started as a geopolitical shake-up is turning into a diplomatic turnaround. Since Mohamed Muizzu became President of the Maldives in late 2023, the relationship between India and the Maldives has shifted from uncertainty to renewed cooperation.

In the past, concerns arose in India when Muizzu, known for his pro-China stance, took office. His election sparked fears that the Maldives might lean towards Beijing. Initially, tensions grew, especially as Muizzu called for the withdrawal of Indian military personnel from the islands. However, a careful approach by both nations has led to a diplomatic reset.

Recently, Indian High Commissioner G. Balasubramanian emphasized the benefits of using India’s Unified Payments Interface (UPI) for tourists. He believes that making it simpler for Indian tourists to transact could boost their numbers by 15 to 20%.

Economic Interdependence

Tourism is vital for the Maldives, particularly during off-peak seasons. While travelers from the West typically visit in winter, Indian tourists often come during summer, filling a crucial gap for the tourism industry. According to a Gallup poll, 47% of Maldivians view tourists from neighboring countries more favorably, making them key players in the economy.

On the economic front, India has played a supportive role. After a request from the Maldivian government, India extended the maturity of a $50 million treasury bill, showcasing its commitment amid the Maldives’ financial struggles. As Smruti Pattanaik, a researcher at the Manohar Parrikar Institute, explains, "The Maldives needs economic aid. India understands this."

Shifting Diplomatic Dynamics

President Muizzu’s actions have signaled a shift in foreign policy. Although he chose Turkey for his first state visit, he later acknowledged that India remains the Maldives’ closest ally. This highlights a growing recognition of the importance of maintaining strong ties with India, especially during tough economic times.

“Our geography can’t be changed,” says Abhinav Pandya, CEO of Usanas Foundation. "The Indian Ocean is a critical factor in these ties." His point underscores that even as the Maldives engages with China, it cannot completely distance itself from India.

A Balanced Relationship

The recent improvement in India-Maldives relations reflects a balance between sovereignty and cooperation. Muizzu’s administration has shown a willingness to engage with India, establishing a mutual understanding that respects each country’s priorities.

The upcoming visit of Prime Minister Modi to the Maldives could signify a further strengthening of ties. If he attends Independence Day celebrations in July, it will mark his first visit since Muizzu took power. Such high-level interactions could solidify the friendly relationship both nations are keen to sustain.

Key factors like geographical realities, economic needs, and regional stability are reshaping these ties for the better.
