Earlier this year, Utah and Idaho passed laws banning rainbow pride flags and other unofficial flags on government property. In response, Salt Lake City and Boise have found clever ways to keep the spirit of these flags alive.
Salt Lake City Mayor Erin Mendenhall proposed three new city flags, integrating traditional designs with pride, trans, and Juneteenth flags. The city council approved this unanimously. Mayor Mendenhall emphasized the importance of these flags as symbols of diversity and inclusion, stating, "Our flags represent Salt Lake City’s values," aiming to unite the community.
This move is a direct response to Utah’s House Bill 77, which restricts flags to the state flag, U.S. flag, and a few others. Violating this law could cost governments $500 a day.
In Idaho, House Bill 96 similarly limits allowable flags. Historically, the pride flag had flown over Boise’s city hall. In a proactive step, Mayor Lauren McLean declared the pride flag an official city flag, despite the new restrictions.
The trend of rolling back LGBTQ+ rights has gained traction in several states. Under the Trump administration, there was a significant focus on limiting rights for transgender individuals, including a Supreme Court ruling supporting a military ban on trans members.
In addition, research shows that many states are adopting similar legislation. For instance, Wyoming had more bills targeting transgender individuals than there were trans athletes this year. Iowa attempted to remove gender identity from its civil rights code.
Opinions on these laws vary. Boise’s city council voted 5-1 in favor of maintaining the pride flag, with Council Member Meredith Stead highlighting the symbolic importance of the flag for the community. She stated, "Removing the flag now after years of flying it proudly would not be a neutral act. It would signal a retreat from values we’ve long upheld."
