Transforming Healthcare: VCU Health’s Ambitious Plan for a New Inpatient Tower in Downtown Richmond

VCU Health is planning a new high-rise medical tower at its downtown Richmond campus. This development gets support from community members like Rebekah Hamlett, a healthcare worker. She’s seen firsthand how many people in Richmond need more medical care. “There are always people on the streets who need beds and additional support,” she noted.

The project is set to cost around $1.5 billion. It will feature a 16-story tower at the corner of E. Leigh and N. 12th Street. The tower will have 576 beds, but this will roll out in two phases. First, there will be an 8-story building with 240 beds and a surgical floor.

Experts say this expansion is crucial. Michael Apkon, a healthcare economist, emphasizes the importance of accessible care. “Investing in healthcare infrastructure not only improves patient outcomes but also saves money in the long run,” he pointed out. Rebekah Hamlett agrees, stating, “More access to healthcare and preventive medicine can save significant costs.”

Alongside the tower, VCU Health plans to build a central utility plant for heating, cooling, and electricity. However, this means that the current visitor parking deck, health sciences library, and Strauss research building will need to be relocated or demolished.

VCU Health is eager to move forward but is still awaiting project approval. A decision is expected by December, with construction set to begin in July 2027.
