Urgent Call to Action: Advocates Demand India Upholds Human Rights and Ends Violence in Manipur

Amnesty International has urged the Indian government to take swift action to stop the ongoing ethnic violence in Manipur and protect human rights following the resignation of Chief Minister N. Biren Singh.

Aakar Patel, chair of the board at Amnesty International India, pointed out that Singh’s resignation presents a chance to break the cycle of violence that has affected Manipur for nearly two years. He criticized the ruling BJP for failing to control the violence and hold offenders accountable. “The humanitarian crisis in the state is alarming,” he added.

Since May 2023, ethnic conflicts between the Meitei and Kuki-Zo communities have resulted in over 250 deaths and displaced more than 60,000 people. Many homes, businesses, and places of worship have been destroyed. Vigilante groups are operating without fear of the law, and Patel warned that without justice for victims, more violence could occur.

Singh’s resignation came amid political turmoil, including calls for his removal and a Supreme Court inquiry into audio recordings that allegedly connect him to inciting violence.

Although Singh’s leadership faced heavy criticism during the crisis, concerns linger over the government’s inaction. Amnesty has spotlighted the role of Meitei vigilante groups, like Arambai Tenggol, which have been linked to serious human rights violations, including sexual violence and extrajudicial killings. Members of these groups reportedly remain unpunished.

Law enforcement’s failure to act has also worsened the situation. Reports indicate that police have ignored violence or discriminated against tribal communities seeking justice. Victims of communal attacks have faced challenges in filing complaints, further highlighting the need for change.

As Manipur awaits a new leader, human rights advocates are calling for urgent actions to restore law and order. Patel emphasized, “The government must protect all communities, hold perpetrators accountable, and end the culture of impunity.”
