A recent, secret trip by senior leaders from major Indian defense firms to Russia has raised eyebrows regarding India’s delicate diplomatic balance. This is the first visit by India’s defense executives to Russia since the country’s invasion of Ukraine in 2022.
Representatives from firms like Adani Defence and Bharat Forge were involved in talks aimed at reshaping India’s military ties with Russia. The focus is on fostering joint research and development for weapons systems. India’s long-standing reliance on Russian defense equipment, which constitutes around 36% of its arsenal, creates tension. Engaging more deeply with Russia could hinder India’s efforts to strengthen defense partnerships with Western countries, which are cautious about India’s use of Russian technology.
Additionally, these discussions coincide with an official Indian defense delegation scheduled to meet in Moscow as they prepare for Russian President Vladimir Putin’s visit to India in December. But while Adani Group denied involvement, other firms and the defense ministry have not commented on the matter.
During the talks, officials discussed the potential for joint production in India. This could include manufacturing parts for Russian combat aircraft like the MiG-29, along with other defense systems. Russia has even proposed setting up production units in India to supply military equipment back to Russia. However, the sensitivity of these discussions has led sources to remain anonymous.
Historically, Russia has dominated India’s defense market for decades, and recent agreements reflect an ongoing push to move towards co-development and production. This shift aims to enhance India’s military self-reliance while building a modern defense manufacturing sector.
A diverse group attended the meetings, including executives from private companies, state-owned enterprises, and startups involved in drone technology and military AI. Among the attendees was a Bharat Forge executive looking into joint development for Russian tanks, aircraft, and possible helicopters. Adani Defence’s CEO was also reportedly present, as was a member from the Society of Indian Defence Manufacturers, which includes major players like Tata Sons and Larsen & Toubro.
However, sanctions pose a significant concern. Reports in 2024 highlighted that a Bharat Forge subsidiary faced backlash after artillery shells sent to Europe were redirected to Ukraine, causing diplomatic tensions with Russia. While India might offer some diplomatic support, defense firms must carefully weigh the political risks before entering new partnerships with Russia.
