A 25-year-old man from Wilmington, Luqmaan Khan, faces serious charges after police found weapons and a notebook with troubling details during a traffic stop. This incident happened late Monday night when officers discovered him in a parked pickup truck in Canby Park.

Khan initially refused to comply with police orders, prompting a search of his vehicle. Officers uncovered various weapons, body armor, and tactical gear. Most alarmingly, they found a notebook containing elaborate plans for an attack on the University of Delaware Police Department.

According to the Delaware Department of Justice, this notebook included notes on warfare techniques, specific assault plans, and even a diagram of the police department. It detailed various weapons and tactics Khan could use to avoid detection. Notably, the notebook referred to an officer by name and outlined entry and exit points of the department.

Khan was taken to the New Castle County Police headquarters, charged with multiple felony weapons offenses, including possession of a large capacity magazine and carrying a concealed deadly weapon. He was later arraigned and placed under a hefty bail of $107,200. The FBI’s Baltimore Division is now leading the investigation.

This event raises questions about public safety and the effectiveness of current preventive measures against potential threats. Experts in criminology stress the importance of early detection efforts to prevent violent acts. In recent surveys, over 60% of individuals believe that improved community policing could help reduce such incidents.
