High-level discussions are set to unfold in Saudi Arabia as U.S. Secretary of State Marco Rubio expresses cautious optimism about Ukraine’s proposal for a partial ceasefire with Russia. He believes that such concessions are essential for peace talks to lead to an end to the conflict.
During these talks, Ukraine plans to suggest a truce involving its air and naval operations. This comes despite Russia’s previous dismissals of ceasefire proposals, perceiving them as tactics to stall rather than genuine peace efforts.
Ukrainian President Volodymyr Zelensky arrived in Saudi Arabia on Monday. He is meeting with Crown Prince Mohammed bin Salman but will not have a direct role in the U.S.-Ukraine negotiations. Zelensky has voiced hopes for “practical results” from the talks and aims for a constructive engagement.
The Ukrainian delegation includes key figures like Andriy Yermak, head of Zelensky’s office, and several defense and foreign ministers. On the U.S. side, Rubio will be joined by National Security Adviser Mike Waltz and envoy Steve Witkoff.
Before these critical discussions, Rubio emphasized the importance of clarifying Ukraine’s intentions regarding a peace deal. He mentioned the need for both sides to be ready for tough compromises to find common ground. “There’s no military solution,” he stated, reiterating that diplomatic means are the only way to resolve this conflict.
The backdrop of these negotiations includes increasing pressure from Donald Trump on Zelensky to consider a ceasefire without assurances of U.S. security support. This meeting represents the first formal dialogue since tensions flared during Zelensky’s last visit to the White House.
After that meeting, the U.S. decided to pause military aid to Ukraine. Rubio has indicated hope that this aid suspension could be lifted, depending on Ukraine’s commitment to the peace process. He suggests that this pause arose because of doubts about Ukraine’s dedication to negotiations.
In the meantime, Witkoff expressed optimism for achieving significant advancements in the discussions, which will cover various topics, including security protocols for Ukraine and territorial matters. There’s also talk of a potential minerals deal, further enhancing U.S.-Ukraine relations.
UK Prime Minister Sir Keir Starmer has also communicated with Trump regarding these talks. He hopes for a favorable outcome that might restore U.S. aid and intelligence sharing with Ukraine.
Since Russia’s invasion of Ukraine in February 2022, the conflict has displaced millions and led to significant loss of life. Presently, Russia controls roughly a fifth of Ukraine, including Crimea, which it annexed in 2014. The outcome of the ongoing negotiations may have critical implications for the future of Ukraine and regional stability.
